further investigation into the fork choice in the spec and comparing w/ our implementation has convinced me that we need a dash of refactoring w/ our fork choice implementation. i'll go ahead and merge this (as it just adds the config param) and will introduce the refactoring PR and then will be a nice position to address #1261. |
